About This Project


This project documents my ongoing struggle for justice, healthcare, and human rights within systems meant to protect people like me. 
Years ago, my Housing Choice Voucher (Section 8) was criminally timed out through acts of federal fraud and conspiracy to defraud the U.S. by employee working in the federal housing program. The did so very easily by withholding two federally required documents that I need to move into a home and that they're required to release to me, the Signed Housing Choice Voucher and Request for Tenancy Approval when I submitted notice to transfer my then nineteen year good standing housing choice voucher out of the state of Minnesota so that I may obtain healthcare elsewhere. 
I was, at the time, a sixteen year "opened" victim (not waitlisted opened and certified to self-administer the program and therefore able to prove deliberate fraud, from the internal process to the external interaction, delivery and management with the consumer as a witness in a court of law.) of fraud committed by DHS in both PMAP to delay and disqualify waiver openings and in HBCB Services Waiver once opened to prevent data from entering DHS file because DHS cannot fund what it is unaware of. Additionally, I had been a whistleblower about this misconduct since the early 2000's and a nonstop writer of formal fraud/abuse reports sent to the highest office of DHS commissioner for six year in the county that headed this crime. 
This action was headed by criminals (Jeanne M. Johnson, Supervisor and Executive Director Travis Finlayson) in Dakota County Community Development Agency (CDA) and cooperated with by Southern Nevada Regional Housing Authority (SNRHA). These are federally contracted Housing Authorities (HA) taken by the U.S. Department of Housing and Urban Development (HUD) funded to prevent homelessness, prevent slums and protect the disabled in their program. This action was done to protect DHS employee's in Dakota County and conceal CDA's knowledge of my frail, injured, medical condition, isolated inside my apartment funded in part by HCV as a result of this brutal maltreatment, neglect, abuse, fraud, criminality and retaliation happening in the local DHS department with full authority given and knowledge by the state of Minnesota department of Human Services.
—This indefensible, malicious act, left me without housing, property, proper legal identity, credit, business, protection from violence, especially sexual and attempted silenced my efforts to seek independence and healing beyond the borders of Minnesota because of the perverse cesspool of systematic racketeering that has run this state since the assassination of 16th President Abraham Lincoln. Since the theft of the voucher, I have lived as an internally displaced person (IDP), trapped and repeatedly subjected to abuse and neglect across the U.S. at the hands of Minnesota and here in Minnesota.

Despite holding Medical Assistance and/or Medicaid coverage the entire time, I have received treatment for my Chiari malformation within the borders of Minnesota only once in twenty two years, since 2003. My repeated attempts to access medical care have been met not with help, but with systemic resistance, retaliation, and criminal obstruction.

What I have experienced reveals a deeper problem: regulators and public agencies often fail to stop internal fraud or abuse. Instead of holding perpetrators accountable, they tend to protect insiders—while punishing and isolating victims who dare to speak up.


Because I sought healthcare and worked toward financial independence, I have been blacklisted and marginalized. I’ve been kept dependent on welfare systems, not for support, but for surveillance and control—a form of institutionalized coercion that has harmed both me and my family. When my voucher was stolen, I got beyond state borders and proved it despite being homeless. Outside of the state I was connected with surgical intervention within four months, received continuous care and as a result returned to the workforce for the first time all in under one year. 
HUD's continual silence on the theft of my Housing Choice Voucher led to a sex trafficking ring attempting to grab me off the streets in homelessness. After a four month stand off evading them time and again, I was forced to surrender and run from armed men January 20, 2022 I arrived in Minneapolis the next day where everything has been essentially systematically hidden and I am in much worse living conditions, once again cut off from medical treatment, isolated enduring crippling retaliation systemically and the victim of daily sexual harassment abuse by Rick Newmann, property manager for registered slumlord Don Klyberg.
What I want is Don Klyberg and Rick Newmann to be held accountable for thousands in property damages and sexual harassment, to leave this property with the same wealth I entered with not be robbed "again" and for all parties involved with what has occurred at this specific property to be legally held accountable to make me whole. And, I want the public to know what has been done to me so that maybe it will stop happening to me and the many others like me who the media is speaking to.


Through this project, I aim to expose these systemic injustices, share evidence of how oversight systems fail vulnerable individuals, and reclaim my voice after years of suppression. I continue to fight for justice, protection, and the right to live freely and with dignity—for myself, my family, and others who have been silenced by the same mechanisms of power.
Making A Killing — A Civic Whistleblower’s Testimony

This exposé is grounded in the lived experience and documentation of a civic whistleblower with decades of direct involvement in Allina Health and Minnesota’s public service infrastructure. The investigation reveals fraud, systemic racism, and a willful, institutional refusal to enforce policy — conditions that have fueled a sustained and preventable crisis in Black health outcomes, high mortality rates, and public service failure.
